Our goal is to graduate 100% of our talented Fellows with
either a Bachelor of Arts or Bachelor of Science degree.
ALEF intends to bring in each year nationally or internationally
prominent speakers on leadership to each institution for
the benefit of the entire student population, faculty,
and citizens of the state. Our final goal is to
establish a recognized symposium each year designed to
support concepts of leadership and character development
through the publication of an annual periodical.
About
fifteen West Virginia students each year, will be named
Fellows of the foundation established by General Robert
“Doc” Foglesong. The foundation's goal is to identify
potential leaders in financial need, fund their college
studies, and provide additional training.
“We've
found the next generation of leaders and our responsibility
is to provide the opportunity for leadership and they'll
stay with us,” Foglesong said.
The
foundation has partnered with Concord, Shepherd, and Marshall
Universities, and with help from contributors, assures
that the recipients’ expenses will be covered at one of
those institutions.
Through
their college careers, the Fellows will be involved in
regular meetings and social events as well as completing
a leadership development program with a focus on community
service. The foundation will assist them in developing
leadership skills and strategies for success.
“We
want them to be armed with all the tools they need,” Foglesong
said. “I found out very quickly leadership is about
people.” The foundation will mentor the students
through their college careers and beyond, he said.
The Fellows will represent the future leaders of West
Virginia and the nation.

Jeremy Brock graduated from Berkeley Springs High School.
He is a gifted young man who has excelled in the areas
of education, community service and sports. Among his
accomplishments were WVSSAC Sportsmanship of the Year,
Attendance Award, 4-H President and lettered in three
sports. His community involvement includes, D.A.R.E.,
Youth Sports, Energy Express and FCA. Jeremy plans to
pursue a degree in Teacher Education.

Westley Jenkins graduated from Jefferson High School.
His uniqueness lies in his two affections, baseball and
farming. He graduated with honors and plans to play baseball
for Shepherd University. He was a member of 4-H, the Varsity
Club, and won the baseball title where he received his
graduation diploma on the mound. His work ethic and service
to his community is commendable in all areas. Westley

ethic, and supporting herself through her senior year.
She plans to pursue a career in business and marketing.

Alex Lemley graduated from Huntington High School. Her
unusual zest for life is apparent in all she aspires to
achieve. Her accomplishments were Cum Laude-National Latin

Editor and Chief. Alex is an avid softball player and
was co-captain for her high school softball team. She
has been an advocate for her community and the manager
of her local ice cream shop. She will pursue a career
in mass communications.

Robert McDonough graduated from Jefferson High School.
He is to be commended for his admirable work ethic, working
full time throughout his high school years. He was chosen
as the esteemed First in Your Family Education Scholarship
Program and was a member of the HI-Y program. He led the
30 hour famine activity during his high school years to
raise money and awareness for the plight of the undernourished.
He will pursue a teacher education degree at Shepherd
University.

Carter Family Foundation Fellow

John Meadows graduated from Independence High School and
was a member of the National Honor Society, first place
winner of the E-Management Contest at WV DECA Conference,
and a member of the National Technical Honor Society.
He is an avid sportsman participating in cross country,
track, soccer, wrestling and is a marathon runner. He
has over 103 hours of community service with HI-Y Camp
of West Virginia.

Scholar due to her impeccable community service accomplishments.
Ms. Salmons plans to pursue a career and will be majoring
in teacher education and pre-law at Concord University. Brittany recently graduated from Concord a year early and is attending West Virginia University graduate school.

Aaron Stepp graduated from Westside High School and is
an exemplary young man with a superb work ethic. His many
accolades include, National Honor Society, High School
Citizenship Award, Faculty Award, President of the Student
Council, United States Achievement Academy, Member of
Outstanding Students of America and heads his own lawn
business. Aaron also leads the Fellowship of Christian
Athletes as president and recently went to Ecuador as
a team member to build a church. His community has benefited
from his extreme activism and service-before-self attitude.
He is member of the Samaritan Heart Food Pantry which
delivers to the needy and elderly. He has received numerous
honors from Concord University where he plans to study
biology.

Gavin Ward graduated from Independence High School. He
was on the Highest Honor Roll throughout his high school
years, a member of the BETA Club, and Fellowship of Christian
Athletes. His accomplishments were the AP Chemistry Award,

Democrats where he expanded the organization to one of
the largest chapters in the State. Amid his sustainable
efforts are those to the Beckley Renaissance where his
leadership skills enhanced a variety of constructive causes
for the betterment of his community.

Jeffrey Yeager graduated from Wyoming County East High
School. He is an avid writer and public speaker, member

and started the Salvation Army Project of Pineville helping

of many scholarships and honors. He is proudest of being
chosen to represent the ALEF as the Inaugural Class of
2006. He will pursue a degree in History and possibly
law.

While at Gilbert, Dustin was a member of the National
Honors Society, the Debate team, the Yearbook committee,

Concert Band. Dustin has been a part of The Blankenships
(professional Southern Gospel Group) as a baritone and
a manager. In addition, he has served as a broadcaster
for Faith 89.3 Radio, worked for Energy Express, and the
Kiwanis Kids Connection. Dustin has received numerous
awards that include the “Who’s Who Award for Academic
Achievement, the Presidential Volunteer Service Award.
Dustin will attend Concord University in the fall and
major in Pre-Law.

Hope Worship Center Youth Group and Energy Express Reading
and Nutritional Program. Sarah was induced into Who’s
Who as a tenth grader, and inducted into National Honors
Society as a junior. She was on Principal’s Honor Roll
all four years. Sarah received All-State Honorable Mention
as a senior. Sarah will study Secondary English Education
and Spanish in the fall at Shepherd University.

At Tug Valley, Heather served as State President of the

a HOBY Ambassador, and a Senior Girl Scout while playing

in the Annual Blood Drive, the Food pantry at Parsley
Bottom Freewill Baptist Church, Read To Me Day, and as
a chaperone at Girl Scout events. She has received the
Outstanding Volunteerism award as a Girl Scout, honorable
mention in volleyball, and was on the 1st place
county team in Math Field. Heather will attend Concord
University in the fall and study Recreation and Tourism.

Darrell has an extremely positive outlook on everything,

volunteering and activities include the National Thespian

Club. Darrell was the FCCLA States Culinary Arts winner
in West Virginia, and he placed 15th nationally
as a sophomore in high school. In addition, Darrell received
the Ebony Essence Leadership Award as a junior, and he
helped lead Huntington High to the Speech and Debate Regional
Championship. Darrell will pursue a degree in Psychology

was on the National Honor Roll for all 4 years at Iaeger
High. He also was a Who’s Who Among High School Students

While at Westside, Josh participated in the Pep Club,

Baseball, Basketball, Football, and Honor Guard. He earned
letter in both baseball and football and was named captain
of the football team. Some of Josh’s many volunteering
activities included serving as a Church Camp Junior Leader,
A Camp Counselor at the Westside Camp, working on Flood
Recovery Assistance, and reading at the elementary school.
Josh also worked as a Peer Mediator. Josh will study Pre-Med
and Biology in the fall at Concord University.

and many other activities at Peterstown United Methodist
Church. As a 10th grader, Mitch received the
Who’s Who Among High School Students Award. As a senior,
Mitch had a very successful football campaign where he
received many accolades, including All Coal Field Conference
Team in football. Mitch is currently majoring in General
Studies as he enters Concord University in the fall.

in Relay for Life, Girl Scouts, and Scout Day Camp. Her
extensive participation and volunteering earned her the
Girl Scouts Silver and Gold Awards. She also received
the President’s Award for Educational Excellence and the
Who’s Who Among American High School Students. Hannah
will major in Pre-Dental and Biology at Concord in the
fall.

ribbons ands awards from the AFJROTC, and won first place

Emily played volleyball all four years at Hurricane as
well as working on the technical crew for the Red Hot
Show Choir. Emily also was a member of the Teenage Republican
Club and Future Educators of America Club where she was
vice-president. Emily volunteered for the Reach Work Camps
and Putnam County Animal Relief as well as the Elementary
Carnival. Some of Emily’s awards include being a two-time
captain of the Varsity Volleyball team, a Who’s Who Among
High School Students from grades ten through twelve, and
an Academic Achievement Recipient at Hurricane High. In
the fall, Emily will major in Education at Concord University.

County. During high school, Anthony played varsity soccer,
and also worked for the school’s newspaper. Anthony started
YOWD, his own business. Anthony participated in Rachel’s
Challenge, and taught his very own class. Anthony was
given the wonderful opportunity to attend both the Princeton
and Carnegie Mellon ID Tech Programs. In the fall, Anthony
will attend Shepherd University and major in communications
and business.

Courtney was a very active member of the Gilbert High
School Marching Band, Captain of the Majorette Squad,
and a member of the Concert Band throughout her four years.
As a senior, Courtney also tutored children in grades
2nd through 6th after school. Courtney
received the All-County Band Award and the Honor Roll
Award all four years at Gilbert. Courtney volunteered
at the Baisden Fire Department, the Red Cross Blood Drive,
and Energy Express. In the fall, Courtney will attend
Concord University where she will major in elementary
education.

four years of high school. In the fall, Jerad will be
attending Concord University and will enroll in the pre-med

Paul played football at St. Albans for four years. In
addition, he was a member of the Fellowship of Christian
Athletes. Paul was a member of the National Honor Society

and he also received the “Best Attitude Award” as the
senior football player who displayed the best attitude
during his football career. Paul ended high school with
a 3.93 cumulative grade point average, and he will be
attending Marshall University in the fall and major in
civil engineering.

Among High School Students Award. During high school,
she volunteered at the Wal-Mart Egg Hunt and at several
Children’s Miracle Network Events. In the fall, Cassidi
will attend Concord University and major in education.

County. Carrie was a 4-year member of Student Government,

career. Carrie graduated in the top 2% of her class, and
finished with a cumulative 3.93 grade point average. Carrie
will major in secondary education with a concentration
in biology at Concord University.

and 1st team All Coalfield Conference in football.

the Art Award and the Civics Award. Robert volunteered
at Bible School, “Operation Ho, Ho, Ho,” and collected
donations for St. Jude Hospital. In the fall, Robert will
attend Concord University where he will major in education.

Jese served as president of the FFA throughout high school,
and also participated in the Boy Scouts of America from
9th through 12th grade. As a sophomore,
Jese earned 3rd place at the “State Meats Champion”
competition, and during his junior year won 1st
place at the “State Beef Expo.” As a junior, Jese also
became a member of the National Honor Society. Jese earned
a cumulative 4.0 grade point average at Clay County, and
in the fall he will attend Marshall University and major
in civil engineering.

At Westside, Cody was a 4-year member and captain of the
tennis team, a member of Fellowship of Christian Athletes,
and Co-Ed-Hi-Y. Cody also participated in theater, and

and Spanish National Honor Society. Cody volunteered and
served as a coordinator in the Bike-a-thon to benefit
St. Jude’s Children Hospital. Cody earned a cumulative
4.0 grade point average at Westside, and he will attend
Concord University in the fall majoring in biology.

grader and as an 11th grader was a member of
the National Honor Society. Samantha volunteered at Vacation
Bible School, the Wyoming Youth Council, and Adopt-a-Highway.

While at Huntington High, Dustin was a member of the wrestling
and football teams from 9th through the 12th

in high school, Dustin volunteered at the Cammack M.S.
Wrestling Tournament, and the Huntington Pee-Wee Wrestling
Tournament. In the fall, Dustin will attend Concord University
and will enroll in the pre-med program.

Erin Asbury lives in Lewisburg, WV and graduated from Greenbrier East High School. She is majoring in biology at Concord University to capitalize on the exceptional academic record she established in high school. While in high school, Erin was a member of the National Honor Society, student government, various athletic teams, and participated in numerous community activities. She was selected to attend Mountaineer Girls State and was the team captain for the high school volleyball team.

Gabrielle Aysem Bartlett lives in New Creek, WV and graduated from Keyser High School. In high school, she participated in sports, student government, was a member of Students Against Destructive Decisions and the Arts and Cultural Enrichment Society, and was exceptionally active in community volunteer activities to include Special Olympics, the American Diabetes Association, and the Women’s Ministry Mission. Gabrielle is attending Shepherd University and majoring in biology.

Thomas Edward Bland comes from Pineville, WV and graduated from Wyoming County East High School. He attends Concord University and majors in pre-law/history. This young man has an extraordinary academic record and participated in numerous extracurrular activities in high school. He hopes to enter politics in West Virginia after graduating and working with a law firm.
Melva Mounts-Blankenship

Melva Mounts-Blankenship graduated from Gilbert High School and was raised in Gilbert, WV. She is majoring in biology/pre-medicine while attending Concord University. In addition to a superb academic record, she participated in many high school activities to include the marching band, the concert band, and the National Honor Society. Melva has been a steady volunteer in community activities. She is also the first person in her family to attend college.

Casey, like his ALEF classmates, had extraordinary grades in high school. He was active across many different functions in both high school and the community. Jarrod Brett Dotson graduated from Gilbert High School and was raised in Gilbert, WV. He was very active in anything that was musical while in high school, was on the debate team, the yearbook staff, and won numerous awards for his musical skills. Brett spent many hours doing volunteer work in and around Mingo county. He attends Concord University and hopes to return to a high school in West Virginia and run the music department.

He is attending Shepherd University and majoring in biology/pre-med and has been conditionally accepted at WVU into the medical program. Paul Isaac Picklesimer is from Williamson, WV. He is attending Marshall University and is majoring in civil engineering and geology. While in high school, Isaac was president of the National Honor Society, attended Mountaineer Boy’s State, was the editor of the yearbook, and was on the track and golf teams. He committed to many community activities to include the WV Civic Literacy Council, the WV Youth Action Council, and the Special Olympics. Isaac had numerous awards and honors while in high school.

Her sister, Cassidi, is also a Fellow in ALEF.
